Something more troubling was that if the suspect was not quickly arrested there was a higher likelihood of a second, more violent attack, against the victim. Fresno Police Chief Jerry Dyer, after conferring with District Attorney Lisa Smittcamp, instituted the Domestic Violence Apprehension Team. The goal of the unit was to arrest the most recent offending suspects who were at large on domestic violence related cases, with emphasis given to the most violent and the most prolific of those offenders.
